Who we work with in the Australian Capital Territory
Growing businesses across the Australian Capital Territory.
Public administration and safety is the largest employing industry in the Australian Capital Territory, ahead of health care and social assistance and then professional, scientific and technical services (Jobs and Skills Australia, February 2025 data). It is the one jurisdiction where health care and social assistance is not the largest employer, so much of Canberra’s private services base, from consultancies to community organisations, works alongside government.
- Services businesses turning over roughly $750k to $20m, led by a CEO, managing director or founder.
- Not-for-profits, including NDIS providers, reporting to a board and to funders.
- Franchise networks and hospitality groups, with many sites and many pay runs.
- Professional services Professional, scientific and technical services is the ACT’s third-largest employing industry, behind public administration and health care (Jobs and Skills Australia, February 2025 data).
- Not-for-profits and charities The ACT runs a portable long service leave scheme for the community sector, so community employers register with ACT Leave and pay a levy on wages.
- Medical and allied health practices Health care and social assistance is the ACT’s second-largest employing industry (Jobs and Skills Australia, February 2025 data).
ACT rules
The ACT rules your finance function runs on.
Seven employer rules set by the Australian Capital Territory, each with the instrument that sets it and what it does to your month. Your team works to them every pay run and every close.
A lower threshold can bring tax without a new hire.
A business with wages between $1.75 million and $2 million may owe tax from July 2026. Monthly returns are due by the 7th (December by 14 January) and the annual reconciliation by 28 July.
The ACT tax-free threshold is $1,750,000 a year ($145,833.33 a month), down from $2 million. The rate is 6.75% for employers with Australia-wide wages up to $20 million, down from 6.85%, then 6.85% up to $50 million, then 7.35%, 7.85% and 8.75% in steps, with the top rate applying above $150 million.

The liability can fall due from year five.
That is earlier than in most states, so leave belongs in your balance sheet from day one, before it is triggered.
After 7 years of continuous service an employee is entitled to 1.4 months of paid leave (about 6.07 weeks), then a further 1/5 of a month for each later year. Between 5 and 7 years, pro rata leave is payable when employment ends in set circumstances, such as the employer ending it for any reason other than serious and wilful misconduct. Building and construction, community sector, security and services work (which includes contract cleaning, and from 1 January 2027 hairdressing, beauty, accommodation and food services) have portable schemes run by ACT Leave.

Two holidays exist only in the ACT.
Multi-state pay calendars have to be set territory by territory, with penalty rates and award conditions checked on Canberra Day and Reconciliation Day.
ACT holidays include Canberra Day (the second Monday in March), Easter Saturday and Easter Sunday, Reconciliation Day (the first Monday on or after 27 May), the King’s Birthday (the second Monday in June) and Labour Day (the first Monday in October). When Christmas or Boxing Day falls on a weekend, an extra weekday is added.

The premium follows the wages you declare.
The estimate at renewal and the actual-wages declaration 30 days later should both match your payroll and your books, so clean monthly numbers keep the renewal a check rather than a project.
Every employer must keep a compulsory workers compensation policy in force with an insurer licensed in the ACT, unless it is a licensed self-insurer. There is no small-wages exemption. An employer without a policy can be ordered to pay up to double the premium it avoided, on top of fines, and employers paying $200,000 or more in annual premium must appoint a return to work coordinator. Wages are estimated to the insurer at each annual renewal, and actual wages for the year just ended are declared within 30 days of renewal.

July carries two deadlines.
The June wages and the year’s reconciliation land in one return, so the June books need closing early.
ACT monthly payroll tax returns are due by the 7th of the following month, except December, which is due by 14 January. There is no June return: June wages go in the annual reconciliation, due by 28 July.

The levy is a quarterly pay-run output.
For an NDIS provider or a community organisation it is worked from the same wages as payroll tax, so both should agree.
ACT Leave runs portable schemes for building and construction, community sector, security and services (which includes contract cleaning). Employers lodge returns and pay a levy each quarter. Community sector employers pay 1.85% and security employers 1.47%.

Rosters that cross these days need checking.
Penalty rates and award conditions apply on both, and the August bank holiday is an ordinary working day for most staff.
Canberra Day falls on Monday 8 March 2027 and Reconciliation Day on Monday 31 May 2027. The first Monday in August is an ACT bank holiday, not a public holiday for most businesses.

How it works from anywhere
Can a team outside Canberra run a Canberra business?
Yes. Visory’s head office is in Melbourne and its team works across Australia, so nothing about the work depends on where your office is.
Your own file
Your books stay in your own Xero, MYOB or QuickBooks file. Your team works inside it, so you see the same numbers they do, whenever you look.
A team you know by name
A dedicated team runs the work, led by a Business Performance Partner. You meet them by video call, and you always know who to ask.
ACT rules, built in
Visory’s head office is in Melbourne and its team works across Australia, with businesses throughout the Australian Capital Territory. Your books and payroll stay in your own Xero, MYOB or QuickBooks file, and your team works inside it with you. Every pay run and every close is checked against the rules on this page.
Business hours, and the platform after them
Your team works 9am to 5pm Melbourne time on business days, all year round, and the Visory platform is open to you around the clock for documents, approvals and your numbers.

How your partner worksVisory Insights
What your numbers should show in the Australian Capital Territory.
Clean books are the start. Every month, Insights turns them into a plain-English report, and a named Business Performance Partner walks your leadership team through what they mean for the year ahead.
The new threshold in the forecast
On our arithmetic, a business with $1.9 million of ACT wages now owes about $10,125 a year where it owed nothing. Insights helps a leader see a monthly payroll tax accrual from July 2026, not a surprise at the annual reconciliation.
Lower rate, lower threshold
The rate fell to 6.75% as the threshold fell to $1.75 million. On our arithmetic, below about $18.9 million of wages the lower threshold costs more than the lower rate saves. Your Business Performance Partner shows which side of that line you sit on.
Portable leave for hospitality and beauty
The ACT Leave services scheme expands to food and accommodation and to hairdressing and beauty on 1 January 2027. Insights helps cafes, venues and salons plan for a new quarterly levy line once ACT Leave publishes the rate.

What customers say
In a customer’s words.
“Having Visory as a flexible partner to handle our day-to-day has meant real relief for our CFO. From an economies of scale perspective, the outsourced model is cost-effective compared to bringing someone in-house, and the handoff to our external accountant for tax has been noticeably smoother than it was before.”
Common questions
Questions Canberra businesses ask.
Straight answers about bookkeeping and payroll for a Canberra business, from a team that works remotely.
What changed in ACT payroll tax on 1 July 2026?
The tax-free threshold fell from $2 million to $1.75 million a year, and the rate for employers with Australia-wide wages up to $20 million fell from 6.85% to 6.75%. A business with wages in that gap may now owe tax. Visory keeps payroll reconciled to the books, so each return draws on the same wages.
Does Visory have an office in Canberra?
Visory’s head office is in Melbourne and our team works across Australia, so we support businesses in Canberra as we do everywhere else. A Canberra business gets a dedicated team you know by name, who keep the books and run payroll inside your own Xero, MYOB or QuickBooks file and meet you by video call. Your records stay in your file, which you can open at any time.
What hours does my Visory team work in Canberra time?
Your team works 9am to 5pm Melbourne time, all year round, on business days. In Canberra that is 9am to 5pm all year, because Canberra and Melbourne change their clocks for daylight saving together. Outside those hours, the Visory platform is your 24/7 access point, so your books and payroll information are there whenever you need them.
Can a bookkeeper who isn’t in Canberra look after my business?
Yes. Bookkeeping and payroll happen in your accounting and payroll software, not in an office, so a remote team can keep a Canberra business current. What matters is that the team knows ACT rules on payroll tax, long service leave and public holidays, and that you know who they are. You speak by video call.
How much does a bookkeeper cost in Canberra?
Visory charges one flat monthly fee for the scope we agree, with no hourly billing and no timesheets. The fee reflects the services you take, from bookkeeping and payroll to Insights, and the volume of work in your business. You get the quote in writing after a discovery call, so you know the monthly cost before you start.
See how pricing works Do you work in Xero, MYOB and QuickBooks?
Yes. Your team works inside your own Xero, MYOB or QuickBooks file, for the books and for payroll, so nothing has to move to a new system. Pay runs are reported through Single Touch Payroll from that file, and super is calculated with every pay run. Delphi AI, overseen by your team, is there if you choose it.
Can Visory lodge my BAS?
Yes. Visory is a registered BAS agent, so your team prepares your business activity statement from reconciled books and lodges it with the ATO for you. The GST and PAYG withholding figures come from the same Xero, MYOB or QuickBooks file your team keeps current every month. Payroll tax and workers compensation returns work differently: they draw on reconciled payroll.
How does long service leave work for ACT employees?
Employees earn about 6 weeks of paid leave after 7 years of continuous service, and pro rata leave can be payable from year five when employment ends in set circumstances, earlier than in most states. Community sector, cleaning, security and construction employers report to portable schemes run by ACT Leave and pay a quarterly levy on wages.
Can you run payroll for staff in the ACT and New South Wales?
Yes. Your team runs one payroll across the border, with each employee on the right public holidays and long service leave rules. Payroll tax is worked out in each jurisdiction, and a business with wages in both shares each threshold between them. Every return draws on the same reconciled wages as your books.
Do you offer a virtual CFO in Canberra?
Visory has no standalone CFO offer: that work sits inside Visory Insights, which gives you monthly plain-English reporting and structured sessions with a named Business Performance Partner, which covers what many growing businesses look for when they search for a virtual CFO. For a business paid on government contracts, that means contract timing, milestone invoices and wages read together.
