Who we work with in Victoria

Growing businesses across Victoria.

Health care and social assistance is Victoria’s largest employing industry and professional, scientific and technical services its second, and around three in four of the state’s health care workers are in Greater Melbourne (Jobs and Skills Australia, February 2024 data). In the City of Melbourne itself, professional, scientific and technical services is the largest industry, with more than one in five local jobs (economy.id, 2024/25).

Victorian rules

The Victorian rules your finance function runs on.

Four employer rules set by Victoria, each with the instrument that sets it and what it does to your month. Your team works to them every pay run and every close.

Payroll and the books agree every month.

Once wages pass the threshold, a return is due by the 7th of the following month and the annual reconciliation by 21 July, with no extensions. Each return draws on the same reconciled wages as your books.

Set by Payroll Tax Act 2007 (Vic)

Payroll tax is 4.85% of Victorian taxable wages above an annual threshold of $1,000,000 ($83,333 a month). The threshold reduces by 50 cents for each dollar of Australian wages above $3 million and is nil at $5 million. Eligible regional employers pay 1.2125%, and surcharges apply to wages above $10 million.

Payroll Tax Act 2007 (Vic); threshold and 50% phase-out from 1 July 2025; unchanged for 2026-27.

The liability starts on day one.

Leave accrues from the first day, so it belongs in your balance sheet long before anyone reaches seven years, and a resignation or a long leave request should never be a surprise.

Set by Long Service Leave Act 2018 (Vic), s 6

After 7 years of continuous employment with one employer, an employee is entitled to long service leave of 1/60th of their total period of continuous employment, about 6.07 weeks at 7 years. Community services, contract cleaning and security work fall under the portable scheme of the Long Service Benefits Portability Act 2018.

Long Service Leave Act 2018 (Vic), s 6; Act in force from 1 November 2018.

Pay runs move around Victorian dates.

Pay runs that cross these days need penalty rates and award conditions checked, and supplier payment runs move around them.

Set by Public Holidays Act 1993 (Vic), s 6

Victoria’s holidays include Labour Day (the second Monday in March), Easter Saturday and Easter Sunday, the Friday before the AFL Grand Final, and Melbourne Cup Day (the first Tuesday in November, Tuesday 3 November in 2026), for which a non-metropolitan council can ask for a substitute local day.

Public Holidays Act 1993 (Vic), s 6; current text in force from 6 April 2020.

Declared pay matches payroll.

The remuneration you certify should match your payroll and your books. An estimate that is out by 20% or more has to be updated, so clean monthly numbers keep the premium accurate.

Set by Workplace Injury Rehabilitation and Compensation Act 2013 (Vic)

Employers register for WorkCover insurance with WorkSafe Victoria unless they pay $7,500 or less in remuneration a year and employ no apprentices. The premium year runs 1 July to 30 June, and actual rateable remuneration is certified after it ends: for 2025-26, by 23 October 2026 for large employers and 19 March 2027 for small employers. The average premium rate for 2026-27 is 1.8%.

Workplace Injury Rehabilitation and Compensation Act 2013 (Vic); Act in force from 1 July 2014; 2026-27 premium year.

Visory Insights

What your numbers should show in Victoria.

Clean books are the start. Every month, Insights turns them into a plain-English report, and a named Business Performance Partner walks your leadership team through what they mean for the year ahead.

The real cost of wages between $3 million and $5 million

As the threshold phases out, each extra dollar of wages in that band costs about 7.3 cents in payroll tax for a business with all its wages in Victoria, not 4.85. Insights shows that effective rate in the hiring plan.

Surcharges once wages pass $10 million

Above $10 million of Australian wages, two surcharges add 1% on the Victorian share over the threshold, and the debt surcharge runs to 30 June 2033. Your Business Performance Partner shows when growth brings that line into the forecast.

WorkCover as a cash decision

The 2026-27 average WorkCover rate is 1.8%, and paying in full earned 5% by 17 August or 3% by 1 October. Insights puts next year’s premium and discount dates into the cash flow forecast, so the choice is made early.

Common questions

Questions Melbourne businesses ask.

Straight answers about bookkeeping for a Melbourne business, from a team that works remotely.

Does Visory have an office in Melbourne?

Yes. Visory’s head office is in Melbourne, at Level 42, 600 Bourke Street, Melbourne VIC 3000, and our team works across Australia. A dedicated team you know by name looks after your business, with video calls when you want to talk things through, and keeps your books in your own Xero, MYOB or QuickBooks file, which you own and can open at any time.

What hours does my Visory team work in Melbourne time?

Your team works 9am to 5pm Melbourne time, all year round, on business days. That is 9am to 5pm on the Melbourne clock in every season, including the daylight saving months. Outside those hours, the Visory platform is your 24/7 access point, so your financial information is there whenever you need it.

Can a bookkeeper who isn’t in Melbourne look after my business?

Yes. What matters is that the team knows Victorian rules and works inside your own accounting file. Visory works remotely with a dedicated team you know by name, connected to your bank feeds and software. Transactions are coded and reconciled through the month, with Delphi AI working under an expert team, and you meet the team by video call.

How much does a bookkeeper cost in Melbourne?

Visory charges one flat monthly fee for the scope we agree, with no hourly billing and no timesheets. The fee reflects the services you take, from bookkeeping and payroll to Insights, and the volume of work in your business. You get the quote in writing after a discovery call, so you know the monthly cost before you start.

See how pricing works

Do you work in Xero, MYOB and QuickBooks?

Yes. Visory works inside the systems you already use: Xero, MYOB or QuickBooks for the ledger, your payroll software for pay runs, and your bank feeds. Your books stay in your own accounting file, which you own and can open at any time. Any change to your setup is agreed with you first.

Can Visory lodge my BAS?

Yes. Visory is a registered BAS agent, so your team prepares your business activity statement from reconciled books and lodges it with the ATO for you. The GST and PAYG withholding figures come from the same Xero, MYOB or QuickBooks file your team keeps current every month. Payroll tax and workers compensation returns work differently: they draw on reconciled payroll.

When does a Victorian business have to pay payroll tax?

Once Victorian taxable wages pass $1,000,000 a year, payroll tax is 4.85% of wages above the threshold, which phases out between $3 million and $5 million of Australian wages. Returns are due by the 7th of the following month and the annual reconciliation by 21 July. This is general information; the State Revenue Office sets the rules.

How does long service leave work for Victorian employees?

An employee can take long service leave after 7 years with one employer, at 1/60th of their total continuous employment, about 6.07 weeks at 7 years. It accrues from the first day, so your books should carry the liability from the start. Community services, contract cleaning and security workers are in a portable scheme instead.

Can you look after staff in more than one state?

Yes. Each state taxes the wages paid in it, with its own threshold, rate and returns, and a business with interstate staff tests the threshold on Australia-wide wages. Public holidays and long service leave differ too. Visory keeps one payroll and one set of books, with each state’s rules applied to the staff who work there.

Do you offer a virtual CFO in Melbourne?

Visory has no standalone CFO offer: that work sits inside Visory Insights, which gives you monthly plain-English reporting and structured sessions with a named Business Performance Partner, which covers what many growing businesses look for when they search for a virtual CFO. The team that explains your numbers is the team that closed the month.
